ISP setups

How do all of you all (we are in VA, you know) do this? I know of people
who dial in to CEBAF modems for work access and don't really use the
internet otherwise and people who use their ISP for connectivity to work
(avoiding CEBAF modem bank limitations).

I personally signed up with an ISP vouched for by two friends (one of whom
is a CEBAF employee), but there is no canned UNIX support they offer. I
believe this will be a relatively quick job, but I have little experience
with this (although I have begun careful reading of the HOWTO docs ;^).

I hope to set up a system similar to the one of another CEBAF linuxer:
autodial to ISP from central host on receipt of packets outbound (might be
dynamically chosen as to whether dialup is to ISP or CEBAF) with local (?)
web proxy; POP support for multiple e-mail users at home through ISP's
multiple mailboxes.

I plan to set up a web page with some fun stuff (as yet nebulous) and
learn cgi and dynamic web page programming (might be useful skills for the
kids, marginally useful for me. What tools do you folks use for web
programming (other than using vi and an intimate knowledge of html, as at
least one colleague does)?
