Updated version of jsub/jstat

I have replaced the jsub/jstat commands (at 10:10 this morning). They are now
located in /site/bin (not /apps/bin) - you may need to do "rehash" to use them
(or log in again).

This version will accept the MAIL keyword :

MAIL: user1@cebaf.gov user2@cebaf.gov .... usern@cebaf.gov

each user will receive the summary mail from the JobServer, the first user
will receive also all the individual job result mails (from LSF).

Also this version has paths to needed programs hardwired - this should remove
problems with some users not having a standard path set up.
