ec_read_*.F's and the latest modifications.

I checked in new ec_read_ecca.F and ec_read_eccl.F that reading
calibration data for ADC and attenuations. Since for February run
all data have a run #0 in the BOS banks, I changed in both subroutines
the rabge of run number checkin and now lowest run number that can be
accepted for calibration data is 0.

I also made a library files on HP and SUN platforms. New ec.a
files contain all latest changes.
