I have a proposal regarding how the panel-to-panel constants could be
implemented in the map. The reference panel is Sec 1 panel 1. The
panel-to-panel numbers in the map could follow this convention:

Entry: Quantity:
1 ref - Sec 1 panel 1
2 ref - Sec 2 panel 1
..
6 ref - Sec 6 panel 1
7 ref - Sec 1 panel 2
8 ref - Sec 2 panel 2
..
12 ref - Sec 6 panel 2
13 ref - Sec 1 panel 3
14 ref - Sec 2 panel 3
..
18 ref - Sec 6 panel 3
19 ref - Sec 1 panel 4
