Switch to CVS 1.9 done

Control Enthusiasts,

The switch to CVS 1.9 is done. There is a new version of
/apps/epics/scripts/setup_epics which gives you a path that will pick up
the new version. The directory that contains the old version is no longer
added to your path by setup_epics.

One potential trouble spot: files that have been cvs-removed in the past.
Under CVS 1.9, they would have been moved to the Attic and given the
status "dead". Since they were cvs-removed with CVS 1.3, they have only
been moved to the Attic; the "dead" status did not exist. As a result,
some of these files, under certain circumstances, may rise from the dead
unexpectedly. You might have to cvs-remove them again. I'm not completely
certain of the problem/solution, but it's a worry I have. This is just a
head's up.

I've done a complete build of our system with CVS 1.9. It went well.

Note that the old repository has been backed up. It's in

/apps/epics/dist/epics_cvs_98_04_14.tar.gz
