I have updated links to the offline releases:

DEVELOPMENT -> release-1-11
PRODUCTION -> release-1-10
PROD_OLD -> release-1-9

release-1-11 was first checked out on 1/30/98.

The new production release has actually been tested by running user_ana on
a small number of events on all 4 platforms with debug versions. Note that
this is a much stronger test of a release than we have had before. The
current production should be more robust than past production versions.

In user/hbook_init.F, character*200 crmess or else.

I am pursuing a slightly different policy for tagged releases than I
have before.

The following statements apply to DEVELOPMENT:

o It's only guaranteed to link recsis and user_ana.

o The tags on individual files may move around to fix bugs and errors.
This means that the release is not reproducible.

The following statements apply to PRODUCTION:

o It's guaranteed to run user_ana on some number events on some data file
with some set of tcl variables on all four platforms. As weak as this
sounds, it is still stronger than the development guarantee.

o It's guaranteed to be linkable for all packages invoked by the top-level
makefile. (gsim, ced, utilities,...)

o The tag will not be moved. If bug fixes are necessary, the new release
will get a new tag with a new sub-sub-release number. This means that
the release will be reproducible.
