If you look in the clas_step.F routine you'll see that the code
never makes use of the NOSEC card for non-detector volumes, except
for OTHE. However, MINI TORU and FOIL are not counted as
as OTHE. This means MINI TORU and FOIL cannot have secondaries
turned off except by using NOSEC ALL.

This can be fixed. I'll work on it.
