new x vs. t function in recsis

Hi folks,

Liming asked me to put some routines from SSLT (Single SuperLayer Tracking),
programmed and maintained by Liming Qin, into the dc/ package:
dc_time_to_dist.F
dc_xvst_fct.F
dc_sigma.F
dc_timewalk.F
dc_fill_t2x_table.F
dc_xvst_set_def.F
dc_xvst_ana.inc

You'll get this new x vs. t parametrization via

set dc_xvst_choice 2;

For the moment I want to keep the tcl var. 'dc_xvst_choice'
until we have tested this choice on a sufficient amount of data.
The residuals look somewhat better than for previous x vs. t
functions.
